Phase 3 of Decatur’s improvement plans for the 13th St. corridor are coming into sharper focus.
Operations Manager Jeremy Gilbert told city council at its latest meeting that Phase 3 includes signalization and handicap improvements at the intersection of S. 13th St. and Winchester St. Extended, known to many locals as Reidenbach’s Corner.
With that, he opened quotes for the work from four companies.

Phase 4, Gilbert said, is likely to get going “in the next several months.” That will involve extending sidewalks from around Ace Hardware south to the intersection.
The city’s redevelopment commission is overseeing the project and providing a key portion of the funding. The commission earlier hired Miller Land Surveying of Monroe to determine what would be needed in the way of handicap ramps at the Winchester intersection.
Phase 2 brought major signalization improvements and new sidewalks to the area of S. 13th and Bollman streets, near Richards restaurant.
The quotes for Phase 3 were varied.
Brooks Construction, for instance, bid $212,231 for the entire project, including pavement markings, while Milestone Contractors bid $109,412.77, but that did not include a signalization upgrade.
Meanwhile, Shambaugh & Sons and Michiana Construction both bid on just signalization improvement. Shambaugh’s quote was $59,879.51 while Michiana’s $56,745.
All the bids were taken under advisement.
Traffic, both vehicle and pedestrian, has picked up considerably in that area in recent years due to the nearby Walmart and an increased population residing in numerous apartments in the area.
