The Decatur Board of Works and Safety has given the city’s building and zoning department the go-ahead to clean up a property owned by a company in South Carolina which continues to ignore city demands.
The home, at 516 Niblick St., is owned by Fixed Pads Holdings of Lexington, SC, department superintendent Curt Witte told the board at its recent meeting.
The property has “gone through several owners,” he said. The latest owner had taken out some city permits and as of March a considerable amount of work had been done on the inside of the building – but without any required city inspections. So a stop-work order was issued.
Little has been done since then – although the grass was mowed and a lawn mower was sitting out front (see photo) in a recent check – and several phone calls with Fixed Pads have yielded no results.
Holes in the structure probably means “birds are flying in there,” Witte noted. A large pile of something which looks like siding sits in the back yard.

The company was sent an order to abate and then an order to attend the latest board meeting; both were ignored.
“They can’t seem to grasp that we need to do inspections,” Witte said.
Remarking that the neighbors “have had to look at this pile of rubbish long enough,” Witte asked for and was granted permission to have the property cleaned up, with the bill going to Fixed Pads.
That effort will include boarding up all openings in the home.
