A deteriorating garage in the back yard of a home at 518 Marshall St. is the latest structure in violation of Decatur’s code of ordinances governing such conditions.
The situation began back in mid-August when owner Brad Colclasure received a notice from the city to abate the the problem, Assistant Building/Zoning Superintendent Brad Roe told the city’s board of works and safety at its latest meeting.
Roe went over the timeline of the back and forth with Colclasure, noting that at one time the garage was painted “but was still in pretty poor condition.”
Later, a tarpaulin was placed over the roof, but nothing was done with the structure.
Earlier communication with the owner then stopped in November, according to Roe. “It’s been a long time since we’ve had a phone call (from Colclasure),” he added.
On the day of the board’s meeting, the condition of the garage was worse than ever, Roe said.

Colclasure attended the meeting and told the board, “I have some pretty big stuff in there, things I want to protect.” He’s been stymied from doing anything due to the winter weather, Colclasure added.
He asked for six months to get the items out of the garage and remedy the situation.

“It ‘s been six months; this began back in August,” Roe interjected.
The board decided to give Colclasure four months to alleviate the situation and it was agreed to set a deadline of June 6. If the problem isn’t rectified by that time, fines of $100 a day will begin.
