{"id":36961,"date":"2026-05-21T16:32:04","date_gmt":"2026-05-21T20:32:04","guid":{"rendered":"https:\/\/wzbd.com\/?p=36961"},"modified":"2026-05-21T16:32:04","modified_gmt":"2026-05-21T20:32:04","slug":"decatur-moving-toward-2nd-water-rate-hike","status":"publish","type":"post","link":"https:\/\/wzbd.com\/index.php\/2026\/05\/21\/decatur-moving-toward-2nd-water-rate-hike\/","title":{"rendered":"Decatur moving toward 2nd\u00a0water rate hike"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>By BOB SHRALUKA<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>WZBD.com<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Decatur City Council is poised to place another 15% increase on its water rates due to a federally mandated project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Following a 12% hike last year, council on Tuesday night passed on one of two required readings an ordinance which would put the new increase in effect.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ordinances approving bonding for the program and for the 15% hike were approved on a unanimous vote on first reading, then tabled until the next council meeting, June 2.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A second and final vote to approve is expected at that time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A typical residential customer within the city limits would see an addition of $8 to $10 to a monthly bill, while a typical customer outside the city limits would have a hike of $9.90 to $13.50 a month, according to officials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The project, mandated by the federal government, is designed to remove lead from service lines throughout the city and also to replace numerous aging water mains.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ben Adams, a project manager with Commonwealth Engineers of Fort Wayne, said at the meeting: \u201cThis is being mandated on everyone that has lead service lines. A lot of people are under the gun\u201d to get such a project under way.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Adams, who has worked with the city on numerous projects, joined at the meeting with Jennifer Wilson, a director in the Crowe LLP performance consulting services group in Indianapolis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Her rate study, which she detailed for council, demonstrates the need for the second rate increase to cover the new annual debt service associated with the project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This latest boost, she said, would likely be the last needed for approximately five years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEverybody is facing this,\u201d Councilman Matt Dyer noted.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"640\" height=\"404\" src=\"https:\/\/i0.wp.com\/wzbd.com\/wp-content\/uploads\/2026\/05\/Jennifer-Ben.jpg?resize=640%2C404&#038;ssl=1\" alt=\"\" class=\"wp-image-36962\" srcset=\"https:\/\/i0.wp.com\/wzbd.com\/wp-content\/uploads\/2026\/05\/Jennifer-Ben.jpg?resize=1024%2C646&amp;ssl=1 1024w, https:\/\/i0.wp.com\/wzbd.com\/wp-content\/uploads\/2026\/05\/Jennifer-Ben.jpg?resize=300%2C189&amp;ssl=1 300w, https:\/\/i0.wp.com\/wzbd.com\/wp-content\/uploads\/2026\/05\/Jennifer-Ben.jpg?resize=768%2C485&amp;ssl=1 768w, https:\/\/i0.wp.com\/wzbd.com\/wp-content\/uploads\/2026\/05\/Jennifer-Ben.jpg?w=1079&amp;ssl=1 1079w\" sizes=\"auto, (max-width: 640px) 100vw, 640px\" \/><figcaption class=\"wp-element-caption\"><em>Jennifer Wilson &amp; Ben Adams<\/em><\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWith inflation, this is hard. But good water is needed for everyone&#8217;s health, so I feel this is the right direction,\u201d added Councilwoman Jenny Bowers-Shultz.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mayor Dan Rickord talked about how the project will be replacing the city&#8217;s large number of aging water mains. (In all, the city has an estimated 25 miles of water mains.)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Main breaks have risen substantially in recent years, he said, and each repair job can cost $10,000 to $20,000.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The normal life span for a water main is 50 years, Assistant Water Superintendent Bill Carpenter pointed out. \u201cAnd we are well over that\u201d with many water mains in the city.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">BIDDING: Bidding on the $21 million project is already under way.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBids are coming in phenomenally well,\u201d Adams told council, for what he described as \u201ca very large project.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said he could see trending a savings of perhaps $1 million, maybe $2 million, from the original estimated cost of the project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Construction could begin in August.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">City officials decided to get the project going now due to an extremely favorable loan-grant agreement offered by the Indiana&#8217;s State Revolving Fund (SRF): grants totaling $5.5 million, a $2.5 million loan at 0% interest, along with a loan of $14 million at 2.98% interest to be paid over a period of 35 years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou received a great package from the State Revolving Fund,\u201d Wilson said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kate Blanchet, a bond attorney with Barnets &amp; Thornburg in Fort Wayne, jointed the meeting virtually.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI&#8217;ve been doing this for over 28 years and this is one of the most impressive packages I&#8217;ve ever seen,\u201d she told the mayor and council.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou could not be any more proactive than you are being,\u201d Adams said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Adams said at a previous meeting that over 100 other Indiana communities \u2013 also under federal mandate \u2013 applied for SRF funding, but only Decatur and 13 others were getting the sweet offer.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>By BOB SHRALUKA WZBD.com Decatur City Council is poised to place another 15% increase on its water rates<\/p>\n","protected":false},"author":7,"featured_media":36962,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_jetpack_memberships_contains_paid_content":false,"footnotes":""},"categories":[5],"tags":[14,15,21],"class_list":["post-36961","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-news","tag-decatur","tag-featured","tag-news"],"jetpack_featured_media_url":"https:\/\/i0.wp.com\/wzbd.com\/wp-content\/uploads\/2026\/05\/Jennifer-Ben.jpg?fit=1079%2C681&ssl=1","jetpack_sharing_enabled":true,"_links":{"self":[{"href":"https:\/\/wzbd.com\/index.php\/wp-json\/wp\/v2\/posts\/36961","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/wzbd.com\/index.php\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/wzbd.com\/index.php\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/wzbd.com\/index.php\/wp-json\/wp\/v2\/users\/7"}],"replies":[{"embeddable":true,"href":"https:\/\/wzbd.com\/index.php\/wp-json\/wp\/v2\/comments?post=36961"}],"version-history":[{"count":1,"href":"https:\/\/wzbd.com\/index.php\/wp-json\/wp\/v2\/posts\/36961\/revisions"}],"predecessor-version":[{"id":36963,"href":"https:\/\/wzbd.com\/index.php\/wp-json\/wp\/v2\/posts\/36961\/revisions\/36963"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/wzbd.com\/index.php\/wp-json\/wp\/v2\/media\/36962"}],"wp:attachment":[{"href":"https:\/\/wzbd.com\/index.php\/wp-json\/wp\/v2\/media?parent=36961"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/wzbd.com\/index.php\/wp-json\/wp\/v2\/categories?post=36961"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/wzbd.com\/index.php\/wp-json\/wp\/v2\/tags?post=36961"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
