{"id":14515,"date":"2024-04-05T13:50:32","date_gmt":"2024-04-05T17:50:32","guid":{"rendered":"https:\/\/wzbd.com\/?p=14515"},"modified":"2024-04-05T13:50:33","modified_gmt":"2024-04-05T17:50:33","slug":"failed-mechanism-spurs-emergency-situation","status":"publish","type":"post","link":"https:\/\/wzbd.com\/index.php\/2024\/04\/05\/failed-mechanism-spurs-emergency-situation\/","title":{"rendered":"Failed mechanism spurs emergency situation"},"content":{"rendered":"\n<p><strong>By BOB SHRALUKA<\/strong><\/p>\n\n\n\n<p><em>WZBD.com<\/em><\/p>\n\n\n\n<p>With all the rain that&#8217;s been coming down here lately, Decatur&#8217;s infrastructure manager, Josh Zimmerman, easily caught the attention of everyone at Tuesday night&#8217;s meeting of the city&#8217;s board of works and safety.<\/p>\n\n\n\n<p>An inoperable mechanism which pumps overflow water into the river during a heavy rain has brought on an emergency situation, he told the board.<\/p>\n\n\n\n<p>Repairs are needed as soon as possible, Zimmerman said, since a rainfall of three inches or more could result in flooding of the downtown area.<\/p>\n\n\n\n<figure class=\"wp-block-image alignleft size-full\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"226\" height=\"384\" src=\"https:\/\/i0.wp.com\/wzbd.com\/wp-content\/uploads\/2024\/04\/unnamed-20.jpg?resize=226%2C384&#038;ssl=1\" alt=\"\" class=\"wp-image-14516\" srcset=\"https:\/\/i0.wp.com\/wzbd.com\/wp-content\/uploads\/2024\/04\/unnamed-20.jpg?w=226&amp;ssl=1 226w, https:\/\/i0.wp.com\/wzbd.com\/wp-content\/uploads\/2024\/04\/unnamed-20.jpg?resize=177%2C300&amp;ssl=1 177w\" sizes=\"auto, (max-width: 226px) 100vw, 226px\" \/><figcaption class=\"wp-element-caption\"><em>Zimmerman<\/em><\/figcaption><\/figure>\n\n\n\n<p>Three or more inches seems like a lot, yes, but after the heavy rains to start this week, it doesn&#8217;t seem to be all that much!<\/p>\n\n\n\n<p>A pipe at a headwall along the St. Mary\u2019s River bank off First St. has a check valve which is no longer working. The problem, Zimmerman said, is due to erosion along the river bank, up to 10 feet of erosion.<\/p>\n\n\n\n<p>Since the water can&#8217;t be moved into the river at this time because of the failed mechanism, the water from a heavy rainfall would back up and rise rather quickly.<\/p>\n\n\n\n<p>A project of this magnitude would require, under state law, that unsealed bids be obtained for a repair job. However, due to the emergency situation, quotes can be obtained and used, Zimmerman pointed out.<\/p>\n\n\n\n<p>Obtaining sealed bids requires more red tape and legal hoops to jump through; quotes can bring a much quicker result.<\/p>\n\n\n\n<p>\u201cThis could save us a month, month and a half,\u201d Mayor Dan Rickord said.<\/p>\n\n\n\n<p>Zimmerman has several quotes, which the board moved to accept, and he will use the time until the next board meeting to peruse them.<\/p>\n\n\n\n<p>DIFFERENCE: An Internet source says the following:<\/p>\n\n\n\n<p>\u201cA key difference between quote vs estimate is that a quote is more accurate as it is calculated after thoroughly understanding all the aspects of the entire project.
