Madison St. in Decatur has been a thorn in the side of the city&#8217;s building and zoning department \u2013 which oversees code enforcement \u2013 for some time.<\/p>\n\n\n\n<p>\u201cThis has been an ongoing thing for a couple of years,\u201d department superintendent Curt Witte told the board of works and safety at its latest meeting.<\/p>\n\n\n\n<p>The home (see photo) is owned by Laurie Blythe, who, Witte said, was communicating with his department at one time, but has since stopped.
