The latest Decatur project funded by a major Community Crossing grant and city money will be a major undertaking.
The work will see not only nearly two miles of street paving, but produce more than two miles of new sidewalks.
The project, concentrated in an area in the vicinity of the city pool, will require three to four months … “and that may be a little conservative,” Operations Manager Jeremy Gilbert told the city’s board of works and safety at its recent meeting.
The contract awarded by the board to DC Construction Services of Pendleton, calls for the project to be completed by the end of October.
The effort could start in March.

Gilbert said that milling and repaving streets will consist of 1.79 miles.
“Sidewalks and curb replacement will be along each of these streets but not every sidewalk will be replaced due to the fact that some have already been replaced from the (50-50) city sidewalk program,” Gilbert told WZBD.com. “If I would have to guess, the sidewalk replacement, including both sides of the street, will be in the neighborhood of 2 ½ miles of replacement.”
A grant of $1,456,125 was awarded Decatur via the Indiana Department of Transportation’s Community Crossing program. The city adds a 25% match, or roughly $363,000, which has been budgeted for this year.
DC Construction bid won the contract with a bid of $1,499,410.72 That was some $368,000 lower than any of the other three bids received, causing city officials to take some extra time to check out a firm with which it had done no business in the past.
Founded in 1995 by16-year-old,Dustin Calhoun, DC Construction Services, Inc. started out as “DC Sealcoating,” a summer job seal-coating driveways, the company says on its website.
In 2013, the business name was changed to DC Construction Services to better reflect its service offerings which include new asphalt and concrete, resurfacing, seal-coating, asphalt crack sealing, line striping, concrete caulking, and more, according to the website.
Here are the streets scheduled for milling (removing top layer) and repaving:
1) N. 3rd St. from Monroe St. to 5th St.
2) N. 4th St. from Monroe St. to Jackson St.
3) Jackson St. from 1st St. to 5th St.
4) Marshall St. from 5th St. to the dead end
5) Indiana St. from 5th St. to dead end
6) 7th St. from Nuttman Ave. to Dayton Ave.
7) Short St. from 5th St. to 7th St.
8) Jackson St. from 13th St. to 12th St.
9) Marshall St. from 1st St. to 5th St.
