Adams County Prosecutor Jeremy Brown and officials in his office announced Tuesday that charges had been filed against an Ohio man as a result of a multi-agency investigation involving photos and videos involving young children involved in sexual acts.

The man, Justin Nevarez, 22 years old, has been charged with three counts of possession of child pornography, all of them Level 5 felony offenses.
According to the charges, police became aware of the images and videos via a tip from the National Center for Missing and Exploited Children back in May of 2024. NCEMC received an alert via their system in January and again in April about the potential for images and videos being child pornography.
According to the tip from the center, police tracked down Nevarez after two files were uploaded to a phone, eventually found to be Nevarez’s. An image and a video showed subjects of a pre-teenage age performing sexual acts on each other and/or on adults.
Police used a warrant to search the subject’s phone, where they found information linking the phone to Nevarez, including paystubs and other personal items that clearly showed who the owner of the phone was.
The police investigation also indicated that at least one of the files found on the phone had already been seen by the investigator as part of an other case.
An additional video from the phone that was not part of the NCEMC’s tip resulted in another felony charge. These files were dated anywhere from 2020 to 2024.
The investigation showed that Nevarez had been living on Van Buren Street in Berne at the time the images were uploaded/downloaded.
According to the Adams County Sheriff’s Office, Nevarez had recently moved to Mansfield, Ohio. He was arrested and is currently in the Adams County Jail.
