The Adams County Prosecutor today released information about an inter-state investigation involving a Decatur man and a Pennsylvania teen, leading to two sexually-related charges being filed.
Joseph J. Melcher of rural Decatur has been charged with two counts: Vicarious Sexual Gratification (Level 3 Felony) and Vicarious Sexual Gratification (Level 5 Felony).
The charges against Melcher include extremely explicit incidents that are not appropriate for publication.
WZBD can report that the victim, who was 12 years old at the time, and Melcher did not meet in person. Melcher and the victim exchanged sexual messages and pictures with each other after meeting on an online app.
Authorities from Pennsylvania worked with members of the Decatur Police Department in the investigation.
